David Alexander, Alexander Consultancy

After 35 years of working in social housing – including 13 years with the Scottish Federation of Housing Associations as
Policy Manager, Deputy Director and Director – David has gained exceptional insight into the issues facing Scotland’s housing associations.
He has worked with almost 80 housing associations in his four years operating as
a housing consultant and trainer.
His specialisms include strategic review and option appraisal, business and
internal management planning, as well as governance.
He has prepared a number of governance papers for SFHA and has undertaken
comprehensive governance reviews for a number of clients.
Linda Ewart

Linda’s 20 years’ experience in the Scottish housing association sector involved a variety of
posts with the SFHA, including Policy and Practice Director, a post she held
until January 2007.
Together with extensive policy knowledge and experience in governance,
constitutional issues and organisational structures, she has worked effectively
with committee and staff members.
With SFHA, she was a member of the Regulation Advisory Group and contributed to
Communities Scotland’s Governance Review. She was also a member of the Stakeholders Group which
supported the development of the Regulatory Code of Governance.
Linda led SFHA’s work on sector change and had overall responsibility for SFHA’s policy development and good practice work, as well as the representation,
lobbying and campaigning work on behalf of members.
Jim Harvey, Jim Harvey Consulting

Jim has worked in housing since 1986, for the Housing Corporation in Scotland,
Scottish Homes (including five years in Regulation and Inspection), and Glasgow
West Housing Association. He has worked independently since 2003, providing
consultancy and training services to more than 60 organisations.
Jim’s main areas of expertise are governance, strategic planning and management, and
helping organisations improve their services. His commitment to quality is
reflected in the fact that around 75% of consultancy clients have commissioned
repeat business.
As well as advising housing associations on governance, Jim developed the
Regulatory Code of Governance for Communities Scotland in 2006. He also
developed the subsequent regulatory guidance on housing association group
structures, published by Communities Scotland in 2007.
Carol Paton, Paton Independent

Carol is a facilitator and management consultant with wide experience of helping
organisations and their people identify ways to work more effectively As well
as being an accredited business mediator and executive coach, she is a
non-executive board member of the Scottish Commission for the Regulation of
Care.
Having worked in housing since 1986, principally at senior level, she became an
independent consultant in 2004. She draws on the unusual and highly valued
blend of experience as an executive director, board member and regulator of
housing associations.
She has assisted housing associations in reviewing governance arrangements,
strategic planning, preparing for inspection, and interim management. As a
Board member of a public body and a charity, she knows first hand the
challenges of governance.
